The Russell County/Phenix City Animal Shelter is a joint County-City venture designed to house stray and abandoned animals according to Alabama Law. The RCPCASA is located off Prentiss Drive in Phenix City, behind the Russell County Emergency Management Agency and Office of Homeland Security. Programs for adoption are available. Currently,
the City of Phenix City manages and operates the shelter.
